There is only ONE PLACE in the Gettysburg Military Battlefield area where weddings (or special events) are permitted and that is the Amphitheater. There is one bed and breakfast who claims they are on "battlefield" property and they do weddings there. Start with the Visitors Bureau, they will put you in contact with the "government" office that issues permits for the Amphitheater. And, yes, there is a charge for the permit.
Don't put yourself in jeopardy by getting married at the Amphitheater without a permit or in a different location. Many of the park rangers are dressed like tourists and they do have the authority to arrest you.

A quick google search would provide info.
