Do you think a battlefield promotion should be given to someone who has never been in a leadership position?

This is someone who is only liked by two person with rank. Everyone else does not see high quality work from this person, the person is just favored above all other soldiers for snitching on other fellow soldiers. Never been in a leadership position and knows nothing about their MOS. Just works in the orderly room, so this is the situation. If this battlefield promotion gets approved this person will be a E-6 in three years, never having even been a squad leader.Do you think a battlefield promotion should be given to someone who has never been in a leadership position?
